The show follows the life of Chip Baskets, who dreams of becoming a professional clown in France. However, his path to success is fraught with obstacles, both personal and professional. In the first episode, we see Chip fail his clowning exam in Paris and return home to Bakersfield. He then struggles to make ends meet by taking up a job as a rodeo clown.
